WHAT
It was noticed that alerts were firing and the rhmi cr was not reconciling in the following scenario: Adding a custom domain in ocm after 3scale has installed.

In this scenario RHOAM should essentially ignore the domain added in ocm. It should fully reconcile the cr and no alerts should be firing. 

Optionally a warning alert could fire, but this can also be a future enhancement.
