WHAT
The 3Scale route probe alert is warning by default but can be a critical if the customer is using the default route provided by 3scale / openshift. 

We need a robust way to identify each of 3scale services as using a custom domain versus the default domain. We also need to consider that the system-provider, system-master and system-developer could be using a mixture of custom and default domains.

HOW
Find a robust solution for identifying a custom domain for each of the services, system-provider, system-master and system-developer. If a custom domain is not in use, elevate the warning probe alert to critical. 

Ensure that a customer going from default to custom has their alert downgraded to warning.

Ensure that a customer going from custom to default has their alert upgraded to critical.
