As a result of moving to single stage RHOAM we have encountered an issue where multiple VPCs can be created as a result of several CR's being created at a similar time.
The cause is that the reconcile loop is requeued while waiting for the VPC to be provisioned and the AWS tags are only added once this has completed - these tags are used by CRO to identify whether the network has been created or not.
The VPC should be tagged on creation to ensure that the pending VPC is identified by all reconcilers across each CR and a new one will not be created.
A new ticket MGDAPI-4412 has been created to cover the creation of a new release of CRO, v0.41.0 encompassing this fix.
