WHAT
After upgrading from 1.23 > master grafana becomes inaccessbile.
Possible root causes:
grafana deployment bump - not likely due to the fact that it would also fail on fresh installs which does not happen
alert manager persistent storage - not likely due to the fact that it would also fail on fresh installs which does not happen
ssr - possible due to rhmi cr not being in a right state during an upgrade.
