Add an initial RHOAM dashboard to App SRE Managed Grafana Instance (stage environment) to prove the e2e flow.

1. Create a dedicated repository for holding the RHOAM dashboards. see Managed Kafkas for reference example
2. Create an MR against the app Interface repo to add the RHOAM dashboards
3. Create a simple dashboard based on existing metric (rhoam_status) to prove the e2e flow.
4. For the staging environment use telemeter-recent-stage as the datasource

NOTE:
We have the rhmi_status metric in telemeter at the moment that can be used to create a simple dashboard to test the process
