WHAT
Similar to https://issues.redhat.com/browse/MGDAPI-2481 we should try enable using the cluster pool for RHOAM multitenant e2e test.

This should improve the time needed to run multitenant e2e tests due to not needing to wait for the provision of OCP clusters

HOW

• Update RHOAM master prow config in openshift release repo [1] to use cluster pool instead for multitent e2e (see related ticket to see how it was done for RHOAM)
