WHAT
A new dashboard and some new metrics were added in MGDAPI-3637 in order to increase the observability of multitenant specific metrics. The next step is to add an alert that fires when the percentage of reconciled APIManagementTenant CRs to total CRs falls below certain threshold.

For now, set this threshold to 100% so the alert fires if even a single CR didn't reconcile. This will be lowered to a more reasonable value once we are satisfied that the cluster is stable enough to do so. This alert should only be present for multitenant RHOAM installations.
