WHAT
We want to implement an HPA on rate limiting deployment under marin3r namespace.

HOW

• The marin3r reconciler should create the HPA CR that will control the number of replicas based on CPU usage. Where the minimum amount of replicas will be the minimum required for RHOAM to operate (possibly 1) while the maximum will be equivalent to the setting from 50mln quota.

• The average CPU usage that the HPA will use will be investigated as part of this Jira: https://issues.redhat.com/browse/MGDAPI-3874
