redhat-rhoam servicemonitor is not getting scraped by openshift-monitoring

      Since removing the redhat-rhoam-monitoring namespaces as a follow on step to moving to the observability-operator the servicemonitor for integreatly-operator is not getting picked up by openshift monitoring

      The main outcome of this is that the rhoam_version metric is not available for Install and Upgrade delayed alerts.

      In order to fix this we can add the relevant label to the redhat-rhoam-operator namespace.

      This can be done for fresh installs as shown here -> https://gitlab.cee.redhat.com/service/managed-tenants/-/merge_requests/2000/diffs

       

      but for upgrades we'll need to code it into the operator in order to get it added. 

      Alternatively we could have it added by SRE manually and then it would be sufficient to have it only added in MTR.
