Currently, in must-gather-operator proxy config is being parsed though the custom resource.

We need to add support to fetch cluster-wide proxy config even when it is not mentioned in the custom resource.

Acceptance criteria:

For an openshift cluster with cluster-wide proxy, operator should support/infer it.
