After spiking in MCO-827 , a potential design on using service to set up communications between controller/daemon/operator and the state controller (will be inter-cluster pods communications within the same namespace) has come up. This design is currently assessed as "viable" because:  (1) there will no additional posts than before: amount of metric update to prometheus = amount of metric update to the state controller pod (2) we already have the Service CA setting up for security assurance.

By completing this card, either a MVP on the design has been built and demoed or the design is proven to be a failure.
