CLuster upgrade halts with failure of rpm-ostree service failure

      When an OCP upgrade is triggered
      the upgrade starts and needs a forceful reboot and following KCS https://access.redhat.com/solutions/5598401
      This happens on all the worker nodes

      error shows below details

       Warning: failed to finalize previous deployment
           check `journalctl -b -1 -u ostree-finalize-staged.service`

      I will attach must-gather and journalctl logs to the bug
