The machine-os-builder currently does not have any type of leader election process within the binary. To my understanding, this is required so that only one instance of this particular binary may be running at a given time. It would make sense to have this be a part of the entrypoint for the machine-os-builder.

Done When:

• The machine-os-builder entrypoint has a leader election step just like the rest of the singleton MCO components (e.g., machine-config-operator and machine-config-controller).
