Utilizing the cluster version object(related PR), we can determine if the image registry is present. Ideally, this can be done at cluster bring-up and then can referenced by MCO components as required.

 Done when:

• we have a central flag for image registry presence
• we update our existing code paths to leverage this central flag(instead of doing a cluster operator get)
