As a OCP user, I would like to refer to a single source of truth about MCO paused pool behavior.

There is no official or upstream MCO repo documentation available on cluster behavior during paused pool. It will be useful to provide up-to-date documentation from MCO team that other teams (like docs, upgrade) or users can refer as source of truth.
