With 4.13, it is possible to set grub bootloader password on RHCOS node. In order for OCP admin to leverage this functionality in automated way, MCO need to learn about how to apply the password on RHCOS node.
We need to ensure:
- MCO skips/knows how to deal with files in /boot which is now RO in RHCOS
- MCO knows how to apply during Day2
- Functionality works well on upgraded cluster and during node scale-up
