Phase 0 of hypershift layering currently works the same way as self driving OCP.

For future layering phases, hypershift would likely need additional implementation at the controller level for builds/etc.

Done when:

• we have combined the roadmap of HyperShift and Layering for MCO
• we have updated the Layering enhancement to include this work
