      Land https://github.com/openshift/os/pull/763

      Add a `cosa buildextend-extensions-container` command which executes this and supports pushing it to a registry and inject the metadata for this in `meta.json` (including modifying the schema). https://issues.redhat.com/browse/COS-1646
      It'd be good to add a Prow nightly that generates this to `registry.ci.openshift.org/rhcos-devel/rhel-coreos-extensions:latest` or so. https://issues.redhat.com/browse/MCO-318
      But we also want to ship this via the productized RHCOS pipeline and ensure it ends up in the release image as `rhel-coreos-8-extensions` or so. https://issues.redhat.com/browse/COS-1645
