Description
Right now we have a few issues within MCO CI:
- 4.8 and prior 
jobs have the wrong required test set
- e2e-agnostic can be moved off of azure potentially, due to it being flaky
- e2e-gcp-op sometimes exhibit timeouts for controllerconfig for containerruntime tests
- SNO tests should be revisited
- Should consider making e2e-aws-serial mandatory
