The MCO currently defaults to rhel-9/scos-9 as the OS Image Stream. While this is appropriate for OCP/OKD 4, we need to make this logic more flexible.

The consensus from the CoreOS sync meetings is to ingest this value from an external source—most likely the installer. The goal is for the installer to push the initial value at install-time; subsequently, during the lifetime of the cluster, the user can update the value as needed to move away from EOL default streams.

Acceptance Criteria

• The MCO no longer relies solely on an internal default for the OS Image Stream.

• The MCO successfully ingests the OS Image Stream value provided by the installer.

• The field is user-configurable post-installation to allow for stream updates.
