Create cluster flag to signal cluster is in confidential mode

      We need a cluster level flag to signal whether a cluster is in confidential mode. This task involves determining what field(s) need to be added to the API and getting consensus between us and the API and RHCOS teams. The API addition(s) should be gated by the FeatureGate created in MCO-2067.

      The RHCOS team has an open enhancement proposal for confidential computing that already has conversations around the need for such an API field. Thus, part of this task involves coordinating with the RHCOS team on who should propose the API field in an enhancement proposal. Additionally, we should check with the installer team to see if the same flag or process used to determine whether a cluster is confidential on install can be extended for the cluster’s day-to-day operations.

      Done when:

      • There is a new field in the API to signal whether a cluster is in confidential mode.
