PR https://github.com/openshift/machine-config-operator/pull/5522 introduces a README to the MCO's test directory to help other teams, primarily the node team, run the MCO's disruptive test suite before new changes are introduced into the main codebase.

The README should be enhanced to include any information useful to any person adding or reviewing tests in the MCO. Here's a starting list of things that should be added:

• How to run disruptive tests from the MCO repo
• Where to find all MCO suite job names
• Filling in the objective section
• Adding details on the other test types (the /test directory also has e2es that run as presubmits on PRs, for example)
