A new library, compat_otp, has been created by the OCPERT team to make it easy to move the private test cases out of the private repository.

In a first step to migrate the MCO private test cases to the MCO repository we will replace the utils library with the new compat_otp library.

We need to make sure that all test cases are properly working and passing with the new library.
