LEVEL0 tests are becoming increasingly important as a signal for release blocking bugs for z-stream, EC and RC releases.  

We need to review the LEVEL-0 test cases defined in MCO, and add the LEVEL-0 label to  the new test cases important enough to block a release if there is a regression.
