Done When:

• We implement a solution that mitigates the node disruptions when applying Machine Configs.
• We have explicitly tested that adding / deleting / modifying the user cert does not cause a node disruption.

Implementation notes:

• the build controller skips the ignition apply
• add the daemon path to the implementation
• create the container machine config that gets applied
