Create a dedicated MCO prow job to cover the disconnected scenario.

It would be a good idea to use a very stable installation workflow, since likely there will be some instabilities in the automated cases and it will make it easier to track them and fix them. A disconnected aws cluster would be a good starting point, later on we can create a baremetal-disconnected dedicated job too.
