Blocks on branching for 4.11 which should happen Jan 28.

We need a stack of package builds queued for RHEL 8.6 tagged into the 4.11 rpm repo (plashet):

• json-c
• librepo
• libsolv
• libmodulemd
• ostree
• rpm-ostree

Unfortunately this is "ask ART, which will ask CLOUDBLD" instead of "submit a PR".
