      Description:

As an OCP user, I want to be able to control certain behaviors of the MCO and be able to see if certain features are enabled. For example, I may want to enable a new feature, enable more verbose logging, or otherwise tweak documented behaviors of the MCO.

      Background:

Two recent examples of this were that QE wanted to increase log verbosity of the Machine Config Daemon (MCD) for their needs. While the MCD has an undocumented flag for this purpose, there is no user-friendly way to enable it.

Another example of this was during brainstorming of the config drift detection feature, there was the thought that the OCP user may want to control how frequently the MCD checked for config drift.

      Acceptance Criteria:

      • The MCO has a mechanism capable of controlling certain user-defined behaviors.
      • As a "first use-case" of this mechanism, logging verbosity should be adjustable using this new mechanism. Identifying additional use-cases is outside the scope of this issue.
      • Documentation has been updated.
