Throughout the history of the MCO, a lot of code was added and removed in a rather haphazard fashion making things difficult to test outside of a full e2e test. Our e2e test suites are expensive to run because they are all run in the cloud. Zack has written extensively about this problem here and here.

This epic exists as a place to keep track of all work related to improving testing and testability of the MCO and its various components. While a form of tech debt, this is a specific type of tech debt with a specific remedy.
