Define Metrics for Tracking Locally Layered Packages

      In order to be able to track what packages are being installed, we need to understand what information we need to capture. This could be information such as the details of the unsupported packages installed, time of installation, number of machines the package is installed on, etc. This spike is to clearly define what data we need to capture when packages are installed via rpm-ostree install $pkg. A recommendation is to speak with the coreos team to understand what data needs to be captured.

      Acceptance Criteria:
      1. List of metrics that need to be collected, including installed packages that aren't CoreOS extensions.
      2. Clear definition of how to identify packages that were installed via rpm-ostree install $pkg.
