Off late support has been receiving the cases wrt alert related to kubelet down, this starts to happen due to a missing CM named bootstrap, inside the namespace kube-system

To fix this we are following the KCS https://access.redhat.com/solutions/7041377

We need to understand why the CM is missing post the upgrade to 4.13, is there any changes made in 4.13 which deletes the configmap.
