Before initiating a container build, implement an automated process to resync the etc-pki-entitlement secret that has been copied to the MCO namespace, ensuring the most up-to-date certificate is used for the build.

Done when:

• Automation for resyncing the etc-pki-entitlement secret is in place.
• The process is integrated into the MCO build workflow.
