Write an enhancement describing the plan for integrating boots into MCO. This enhancement only targets the first phase, which is to get bootc working with MCO for both the non-OCL and OCL paths.

The day 2 config work will come in phase two and will have a separate enhancement.

Done when:

• We have a draft for the bootc enhancement

• • get it reviewed by team members
• Open a PR with the enhancement in openshift/enhancements
