Telemetry 1.0.0 is not deploying after removing constraints from the CR

      Deployed an OCP cluster 4.1.2 on AWS with 9 nodes (3 masters m4.xlarge and 6 workers m4.large).

      Deployed istio-operator and cr (with no constraints on telemetry) makes the telemetry pods unschedulable (pictures attached)
