Evicted Istio Operator Pod causes Mesh and CNI not to deploy.

      • Deploy one control plane and make the istio-operator pod to be evicted.

      The second istio-operator will come out with the log

      Logged this bug upstream some time ago: https://github.com/operator-framework/operator-sdk/issues/1305

      This will cause the istio-node cni pods not to be deployed and consequently, the meshes will not be able to deploy.
