The new operator has changed the behaviour of the old installer, now requiring the Installation CR to be deployed to the istio-system namespace instead of the original istio-operator namespace. This will have an immediate impact too many teams so we must revert to the original behaviour and watch for the CR to be deployed into the istio-operator namespace.
