Proxy config field not used, and has a typo: connectionTimeout should be connectTimeout

      In our SMCP we are defining a field spec.proxy.networking.connectionTimeout that maps to upstream meshConfig.connectTimeout.

      We should use the same name as of upstream (connectTimeout) in order to avoid confusion.

      Also, this field is currently not being used. We should enable it.
