The istiod-internal ClusterRoleBinding definition contains the namespace field

Because the ClusterRoleBinding is a cluster-scoped resource, it shouldn't specify the metadata.namespace field.

It looks like the API server simply ignores the field when we create the object, but the presence of this field might cause issues in the client-side processing of the charts.
