Disabling in-operator webhook management gives flexibility to managed environments in a way that an external entity may provide the webhook configuration, cert management, etc. This external entity may be OLM itself, or any other automation.
This shall be a BW compatible change (i.e. behind an OLM annotation).
Note: Operator will still run the webhook implementation.
