The TestBinarySizes unit test checks if the binary sizes are within a specific range. The Maistra version of two binaries exceeded the maximum size with the introduction of ServiceMeshExtension support in istiod.

The maximum allowed size of pilot-agent is 45MB, but the Maistra version is 58MB.
The maximum allowed size of pilot-discovery is 80MB, but the Maistra version is 82MB.

We should try to reduce the size.
