Istio Rate Limits test case cannot get the expected Quota exhausted message

The Istio task: Enabling Rate Limits
We didn't see the expected message "RESOURCE_EXHAUSTED:Quota is exhausted for: requestcount." after applying all the steps in that task doc.
The enabling rate limits function is not working in the following setup:

Build: istio maistra-0.8.0
Environment: OCP 3.11

Results:
Both Rate limits and Conditional rate limits not working. Bookinfo productpage cannot hit the quota limit after setting the quota limit quota.
