In order to get Kiali runtimes dashboards, we need to install a couple of things:

• CRD: https://github.com/kiali/kiali/blob/master/deploy/openshift/crds.yaml
• Default dashboards: https://github.com/kiali/kiali/tree/master/deploy/dashboards
• Add read permission on them to cluster role: https://github.com/kiali/kiali/blob/master/deploy/openshift/clusterrole.yaml#L132-L136

It should be added to the installer yamls.
