Lower dependency on k8s 1.20

      maistra/api currently uses controller-tools v0.5.0 which depends on k8s 1.20.x.

      maistra/istio depends on k8s 1.19.

       

      Although we can use `replace` in go.mod, k8s 1.20 brings other dependencies, which may cause failures. Dependency hell.

       

      Lowering controller-tools to v0.4.1 should fix this issue.
