Create a CRD that provides status details for federation (FederationStatus?).  The resource should be attached to each istiod pod, detailing the federation status for that pod.  The status should include:

• State of discovery
  • connected state
  • active
  • last update
  • error case
• State of export
  • services exported
  • the name under which they are exported
  • the remote mesh to which they are exported
  • the state of the egress gateway, if configured
• State of import
  • services imported
  • the name under which they are imported
  • the remote mesh from which they are imported
  • the state of the remote's ingress gateway
