Interops test script updates: Fix egress test accessing external service connection issue

There are two test cases failed when running them in Interops pipeline environment.

maistra-test-tool.09/TrafficManagement_ingress_general_tls_test
maistra-test-tool.11/TrafficManagement_egress_access_to_external_https_google

Failures were caused by expired certificates in 09 and external google.com connection is blocked in interops PSI network.

Action items:
1. Update expired certificates in both maistra-test-tool maistra-1.1 and maistra-2.0 branch
2. Replace www.google.com with www.redhat.com/en in test 11 egress test script.
