Flaky test in envoye2e tests

      Sometimes we get this failure while running proxy's envoye2e tests:

       

       

      --- FAIL: TestStatsPayload (37.66s)
    --- FAIL: TestStatsPayload/Default/envoy.wasm.runtime.v8#01 (5.66s)
        stats_test.go:185: listen tcp :20005: bind: address already in use

       

       

      It runs as part of pre-submit prow job and is invoked with:

       

       

      env ENVOY_PATH=bazel-bin/src/envoy/envoy GO111MODULE=on WASM=true go test ./...
