Related to TRACING-359, when the namespace is specified on the command line (e.g. -n test), the namespace is applied after the istio sidecar has been injected into the deployment (serviceCluster parameter).

This results in the service being associated with the 'default' namespace in the tracing information generated by the envoy proxy.
