IOR should better handle validate servers definition

    Description

      Some issues:

      • IOR relies on the order of the servers to create the routes
      • OCP cannot have more than one route with the same hostname. IOR should do something about it when it encounters duplicated hostnames. Currently it creates the extra routes, but OCP does not "activate" them.
