ossm 2.0 build: there is no Jaeger tracing and Grafana metric in testing bookinfo app

Build Info:
OCP 4.5.5
OSSM latest-2.0-qe

How to reproduce:
1. Install 2.0 SMCP on OCP 4.5.5
2. Deploy bookinfo sample app
3. Visit bookinfo productpage several times
4. Check Jaeger tracing UI
5. Check Grafana Dashboard UI

Expected behavior:
Jaeger tracing UI and Grafana Dashboard UI should collect and return tracing logs and metrics.
