Cleanup SMCP v2 struct

      This is a placeholder issue for cleanup items related to the new SMCP v2 structure.  To get thing started:

      • Protocol sniffing settings are in a debug section, but apply generally.  The should also be configured with *bool, so they can be overridden by profiles.
      • Support for access logging needs to be added
      • Filter configuration for telemetry should be moved to where it's more sensible (e.g. move prometheus specific settings to prometheus).  Not sure where Metadtaa exchange should live.  It might also make sense to have a global "enableWASM" instead of one for every filter.
      • Need to review MeshConfig to make sure settings that were available in v1.x have not been replaced by exposing MeshConfig directly in IstioOperator structure.  I don't think we want to follow this approach, but should provide relevant settings in the appropriate sections of smcp.
